Look Si Spurrier had Hera shoot a cat in her first appearance and then two issues later talk about “that poor tooka” clearly he doesn’t know how to write consistent characterization at all so he just makes all the characters terrible people with the occasional “oh yeah i’m supposed to have redeeming qualities” thrown in. Like Sana acting like a murderous asshole the entire time and then suddenly she says “there’s rebels on that planet” and Tolvan was just gonna let Aphra die.
